the united states senate. this would start in the senate, not in the house. there were four democrats and four republicans. the democrats led by chuck schumer include bob menendez from new jersey, dick durbin from illinois and michael bennett from colorado, on. on the republican side led by john mccain, including they include lindsey graham because john mccain can't do anything without lindsey graham alongside of him. they also include marco rubio from florida and geoff flake, the other senate from arizonaother senate from arizona. democrats insisted any immigration reform bill had to include a path to citizenship. had to do something about these 11 million people estimated, i think it's higher than that, who had been here, came here illegally, have lived here a long time had their families have jobs, have houses have kids in school. some have kids in the military belong to local churches members of the community, had to do something being them and allow -- give them a path to staying here permanently as american citizenship. democrats always insisted on

time to examine those in detail. we haven't used the process that is in place here in the united states senate to go through committees and let the committees work through, is this essential to meeting the emergency needs? or can we set this aside and spend a little more time examining it, looking at it to make sure that this is how we want to go forward? we have a habit here of throwing money at things under an emergency category and then later finding out that, one, it wasn't an emergency where the money went. and, number two, it was misspent and not effective. we simply can't afford to keep doing this. once again i want to state we're not here trying to undermine funding for sandy, needed for sandy. some of the things the house did i think are legitimate in terms of saying let's set aside unrelated matters. it doesn't mean we cast them into the dust bin never to be seen again. it simply means let's let those that are not emergency situations be more carefully examined in terms of whether we need that. and if someone does come to the floor, as senator lee is going to do, is my underst

committee's ranking republican, orrin hatch. a trio of perpetrators who treat the united states treasury as if it were a cash-and-carry annex of corporate america. the "times" story described how amgen got a huge hidden gift from unnamed members of congress and their staffers. they slipped an eleventh hour loophole into the new year's eve deal that kept the government from going over the fiscal cliff. and when the sun rose in the morning, there it was, a richly embroidered loophole for amgen that will cost taxpayers -- that's you and me -- a cool half a billion dollars. yes, half a billion dollars. amgen is the world's largest biotechnology firm, a drug manufacturer that sells a variety of medications. the little clause secretly sneaked into the fiscal cliff bill gives the company two more years of relief from medicare cost controls for certain drugs used by patients on kidney dialysis. the provision didn't mention amgen by name, but according to reporters lipton and sack, the news that it had been tucked into the fiscal cliff deal "was so welcome that the company's chief executive quick
